An Enormous 8.6 earthquake has struck in the Indian Ocean near Indonesia. According to reports the quake and shaking could be felt for quite a long time. After this huge quake hit a Tsunami warning has been issued for the region.

Well, Earthquakes don't originate in water anyway, rather they originate in earth, hence the name "Earthquake." This happened below the ocean floor deep in the Earth as many quakes do, but the point is from a map or satellite image the location would be covered by the Indian Ocean, hence that is IMO commonly said to be the location, as that would be where you would find it on a map, etc.
